Scholarship Types Overview
There are four types of scholarships for full-time tertiary level study in New Zealand:- New Zealand Pacific Scholarships
- New Zealand Development Scholarships
- New Zealand ASEAN Scholar Awards
- New Zealand Commonwealth Scholarships
In addition to this, there is one scholarship type for full-time tertiary level study at a Pacific Island University:
Two other scholarship types are also available for shorter term training:
- Short Term Training Scholarships: are for short-term (up to one year) professional development or vocational training in New Zealand. These are currently available to citizens of selected Pacific Island and ASEAN countries.
- English Language Training for Officials (ELTO): aims at increasing the English language capacity of government officials in Asia and Africa.
New Zealand Pacific Scholarships
About
New Zealand Pacific Scholarships (NZPS) recognise the very close personal, cultural, and economic ties that New Zealand enjoys with Pacific countries. A particular focus of NZPS is to increase the number of young pacific people studying in New Zealand and to build a new generation of Pacific leadership with strong links to New Zealand.NZPS are funded by the New Zealand Aid Programme, the New Zealand Government’s international aid and development programme. They are managed by the Ministry of Foreign Affairs and Trade.
NZPS are available for both undergraduate and postgraduate study in New Zealand.

The New Zealand ASEAN Scholar Awards (NZAS) recognise New Zealand’s close cultural, economic, and geographic ties with Southeast Asia. They seek to empower individuals with the knowledge, skills and qualifications to contribute to the economic, social, and political development of their region. These scholarships are offered for postgraduate level study only.NZAS are funded by the New Zealand Aid Programme, the New Zealand Government’s international aid and development programme. They are managed by the Ministry of Foreign Affairs and Trade.
Eligible countries
Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand, Viet NamBrunei Darrusalam and Singapore candidates can only apply for the Victoria University ASEAN Scholarship offered by Victoria University of Wellington (external link).

New Zealand Regional Development Scholarships (NZRDS) are for Pacific Island candidates to gain knowledge and skills in specific subject areas that will assist in the development of their home country. Scholars undertake their study in the Pacific region, providing scholars with the option of studying closer to home in a Pacific environment and culture.The NZRDS programme complements the Ministry of Foreign Affairs and Trade’s scholarships for training in New Zealand by:
- Enabling scholars to pursue programmes of study in fields where the option of studying in New Zealand is limited or not offered.
- Contributing to broader objectives including development of regional institutions and building strong person-to-person relationships across the region.

About
New Zealand Development Scholarships (NZDS) give candidates from selected developing countries an opportunity to gain knowledge and skills through study in specific subject areas which will assist in the development of their home country.NZDS are funded by the New Zealand Aid Programme, the New Zealand Government’s overseas aid and development programme. They are managed by the New Zealand Ministry of Foreign Affairs and Trade (MFAT).
NZDS are for postgraduate study in New Zealand and are available to candidates from specific African, Caribbean and Latin American countries, and from Bhutan, Jordan, Mongolia, Nepal and Timor-Leste.
NZDS are also available for undergraduate study to candidates from Timor Leste.

New Zealand Commonwealth Scholarships are prestigious scholarships that recognise New Zealand’s history and ties to the Commonwealth. Our Commonwealth Scholarships are part of the Commonwealth Scholarship and Fellowship Plan (CSFP) - an international programme under which Commonwealth countries offer scholarships and fellowships to citizens of other Commwealth states. How to apply
The application
process for a New Zealand Commonwealth Scholarship is different to other
New Zealand Scholarships. Applicants must submit their applications to
their country's 'Nominating Agency' first. The Nominating Agency then
'nominates' two applicants from the submitted applications to send to
the New Zealand Ministry of Foreign Affairs and Trade. Read the

Short Term Training Scholarships
About
Short Term Training Scholarships (STTS) are funded by the New Zealand Aid Programme, the New Zealand Government’s international aid and development programme. They are managed by the Ministry of Foreign Affairs and Trade.STTS assist people in the work force to gain knowledge and skills that will help the development of their home country. They play an important and growing role in addressing the human resource and development needs of developing countries.
Through STTS, individuals from selected developing countries can undertake training of up to one year in duration in New Zealand. A wide range of short-term vocational and/or skills courses or work attachments are offered.

English Language Training for Officials (ELTO)
About
The English Language Training for Officials (ELTO) programme is funded by the New Zealand Aid Programme within the Ministry of Foreign Affairs and Trade. ELTO delivers development gains through increasing the English language capacity of government officials in Asia and Africa.For more information see: Accent website (external link) information about ELTO.
ELTO in Asia
Since 1991 ELTO has been available for officials from the governments of Cambodia, Indonesia, Lao PDR, Mongolia, Myanmar, Indonesia, Timor-Leste, and Viet Nam. Through the programme, officials come to New Zealand for up to five months to study English and build ongoing links to New Zealand. Currently ELTO Asia includes three intakes annually for a total of 160 government officials per year. The ELTO Asia programme focuses on themes of agriculture and trade, strengthening resilience, renewable energy, education, and good governance. As of 1 February 2017, 1,375 officials have participated.
ELTO in Africa
ELTO Africa is available for 32 officials per year from 26 countries and has been operating since 2013. As with ELTO Asia, the officials come to New Zealand to study English and build ongoing links to New Zealand. The course also aims to develop the leadership skills of African officials to improve public- and private-sector governance. Currently ELTO Africa includes two intakes of a 10-week course per annum. To date, 105 African officials have participated in the programme.

Selection preferences for ELTO candidates
Generally, ELTO candidates must:- be aged between 25 and 45 years
- have a score of between 4.5 to 5.5 on the academic module of the International English Language Testing System (IELTS)
- have a direct connection with the intake theme, preferably in a technical and policy role
- need to use English frequently for work.
