Background


The UNDP, Iraq Rule of Law Programme is being developed, informed by past and on-going interventions aimed at strengthening equal access to security and justice in post ISIL Iraq through a range of initiatives to advance reasonable delivery of responsive, accountable and accessible security and justice provision. Within programmes on- going support to the Government's efforts on Security Sector Transformation the overall programme plays a lead role in the implementation of the recently endorsed Security Sector Reform Programme as well as in local or civilian policing, criminal justice systems and oversight and accountability aspects of this long term reform efforts.

Overall UNDP Rule of Law Programme works in collaborative partnerships with a range of stakeholders including the Office of the National Security Advisor, Ministry of Interior, Higher Judicial Council, Parliamentary Security and Defence Committee and a range of other relevant ministries and agencies; international partners and Iraqi civil society.

Within this context, the role of the post -holder is expected to provide day- to-day field level project implementation support to implement project activities related to Security Sector Reform / Rule of Law. The overall Rule of Law Programme deals with politically sensitive issues in a rapidly changing and complex context. In this environment, effective project development and implementation also involves planning for and managing a range of expected risks. Finally, the post -holder must contribute to UN wide processes and discussions to advance UNDP Rule of Law thematic priorities - local and civilian policing, criminal justice and oversight and accountability as well as cross-cutting issues - gender integration, conflict sensitivity and human rights.

Key Results
Duties and Responsibilities
  • Coordinate and implement day-to- day field level project activities in-line with overall prograrmme operational and activity plans and, reporting schedules including documentation and monitoring and evaluation
  • Act as main liaison focal point with project implementing partners in Anbar
  • Represent the Rule of Law Programme at field level meetings and all project related engagement with government and CSO project partners

Project Implementation and coordination
  • Day- to-day project implementation and coordination under the supervision of the Project Manager
  • Monitor all field level activity plans and ensure timely coordination with implementing partners
  • Represent Rule of Law Programme at all project related meetings and related events at field level
  • Documentation of field level meeting minutes, web updates and related materials
  • Assist the Project Manager in documenting lessons learned and best practice and reliable information management resulting from the field level activities.
  • Update programme's virtual documentation library regularly in consultation with Rule of Law Programme Manager, Project Manager and Senior Advisors.
  • Assist the programme team with preparations for undertaking field missions both in terms of administrative and logistical requirements.

Partnership Management and Networking
  • Act as the key liaison focal point for all field level project implementing partners (government and non- governmental) and engage with them regularly
  • Attend and represent Rule of Law Programme meetings and other project related events at field level and prepare timely meeting minutes
  • Provide day -to -day implementation support to project partners both remotely and in- person as advised by the Project Manager
  • Provide timely trouble shooting to partner requests and assistance.
  • Develop and strengthen existing partnerships at field level and also identify potential partnerships and areas of engagement

Documentation and Monitoring and Evaluation
  • Assist monitoring and evaluation of all field level project activities, including through undertaking project review processes where necessary.
  • Assist documentation of meeting minutes, web updates, case studies and related materials of all field level project activities.

Impact of Results
The post holder will support and assist in the overall project implementation and monitoring of assigned project activities in the Anbar Province to ensure effective and efficient delivery of projects.

Education
Required Skills and Experience
  • High School and 7 years of relevant experience or, Diploma and 5 years of relevant experience or, University Bachelors Degree with 4 years of work experience in the areas of rule of law, security sector reform, improving civilian and local policing, criminal justice sector or related areas

Experience
  • Experience in working with senior level government counterparts/ officials is essential.
  • Previous work experience with UNDP or other UN agencies, National or International Organization is an asset.
  • Excellent reporting and writing skills.
  • Fully proficient in software packages (MS Word, Excel and PowerPoint).
  • Previous relevant work experience in Anbar province is essential.

Language Requirements
Fluency in the English , Arabic written and spoken is essential.
